Are sure about the decimal point? None of my TDS meters measure further than the nearest ppm.

Where are you measuring? If after the DI it should be zero.

My tap water runs from 28-34, out of the RO 1-2 and out of the DI 000.

Where are you measuring the TDS? In the water at the end of the filtration process? If so yes, it should be zero. If it's 10 ppm you've got something wrong with your RO/DI unit.

Is it a new system? Is the plumbing connected correctly (biggest micron filter, smaller filter, RO then DI)? Is DI resin new?

Yeah you're gonna eat up resin in a hurry without an RO in front of the DI. Still surprised with a dual DI the water didn't come out 0 TDS.
